Context: OpenAI has launched ChatGPT for Teens for users aged 13–17 years, with stronger safeguards against harmful content and greater emphasis on education, real-world support and responsible AI use amid concerns over chatbots’ impact on youth mental health and learning.

Key Features

  • Age-specific safeguards: Users aged 13–17 can access the teen experience, while users whom OpenAI’s system determines to be below 17 may also be automatically placed under it, based on the principle of “treat teens as teens.”
  • Stronger content restrictions: The system restricts content related to self-harm, suicide, violence, eating disorders, dangerous activities and explicit sexual/graphic material.
  • Parental controls: Parents can link their accounts with their teenagers’ accounts, configure certain controls and receive notifications in specified high-risk situations, with such alerts monitored by human moderators.
  • Digital well-being controls: Quiet hours allow parents and teens to restrict usage at specific times, while periodic break reminders encourage healthier patterns of AI use.
  • Privacy and interaction controls: Users can turn off memory, preventing previous chats from being saved and used for responses, while image generation can be removed and voice mode can be disabled to reduce human-like interaction.
  • Emotional safeguards: ChatGPT is designed not to use romantic language, encourage emotional dependence or imply that it has feelings or consciousness, thereby limiting unhealthy emotional attachment.
  • Real-world support: The platform is designed to reduce exposure to harmful content while encouraging teenagers to seek real-world support when situations require human intervention.

ChatGPT for Learning

  • Learning-oriented assistance: Instead of simply giving answers, the system is intended to help students understand concepts through step-by-step guidance, questions and hints, thereby promoting independent problem-solving.
  • Study Mode: Developed with inputs from teachers, scientists and other experts, Study Mode uses a detailed, interactive approach to help students arrive at answers rather than merely receiving them.
  • Example: Instead of directly solving a mathematical equation, ChatGPT can guide the student through the equation, ask questions and provide hints leading towards the solution.

Why Is It Needed?

  • Mental-health concerns: Reports have highlighted cases where teenagers and adults used chatbots for advice related to self-harm or violence, while families, including the parents of 16-year-old Adam Raine, have sued OpenAI alleging that ChatGPT contributed to his suicide.
  • Emotional dependence: Chatbots’ ability to mimic human characteristics and emotions can lead users to form relationships with them; OpenAI CEO Sam Altman has acknowledged concerns about “emotional over-reliance”, particularly among young users.
  • Impact on learning: Excessive reliance on AI-generated answers may reduce opportunities for independent reasoning and critical thinking, potentially causing lasting learning losses among teenagers.

Major Concerns

  • Effectiveness of safeguards: Experts remain uncertain whether technical restrictions and parental controls will be sufficient to prevent excessive dependence and unhealthy relationships with AI systems.
  • Human-like interaction: Voice and conversational capabilities can make chatbots appear more human, increasing the possibility of anthropomorphism—attributing human qualities, emotions or intentions to non-human systems.

Global Regulatory Response

  • United States: The Federal Trade Commission (FTC) is examining the negative effects of AI chatbots acting as companions, particularly on children and teenagers.
  • United Kingdom: The UK is considering restrictions on the use of AI chatbots by users below 18 years.
  • India: India currently does not have stand-alone legislation specifically regulating children’s use of AI chatbots, highlighting the emerging need for child-centric AI governance.

UPSC-Relevant Concepts

  • Responsible AI: AI development should balance innovation and accessibility with safety, accountability, privacy and human well-being, particularly for vulnerable groups such as children.
  • Age-appropriate AI: AI systems for minors require safeguards proportionate to their age, including content filtering, parental oversight, privacy controls and digital-well-being measures.
  • Human-in-the-loop: High-risk situations should involve human intervention rather than relying entirely on automated AI responses, especially in matters involving mental health or safety.
  • AI and education: Generative AI can improve personalised learning and accessibility, but excessive dependence may undermine critical thinking, creativity and independent problem-solving; therefore, AI should augment rather than replace human learning.

Way Forward: Child-centric AI governance: Governments and technology companies should develop age-sensitive safety standards, transparent safeguards and effective human oversight, while educators and parents should promote responsible use so that AI remains a tool for learning rather than a substitute for human judgement.

Prelims Question

Q1. With reference to Fixed-Dose Combinations (FDCs), consider the following statements:

  1. An FDC contains two or more active pharmaceutical ingredients in a predetermined ratio in a single dosage form.
  2. Every FDC is considered irrational because fixed dosing prevents adjustment of the dose of individual ingredients.
  3. An FDC may be considered irrational if there is inadequate evidence that the combination provides a therapeutic advantage over its individual components.

Which of the statements given above is/are correct?

(a) 1 and 3 only
 (b) 2 only
 (c) 1 and 2 only
 (d) 1, 2 and 3

Answer: (a)

Q2. Consider the following pairs:

Institution/ProgrammePrimary role
1. Central Drugs Standard Control Organization (CDSCO)National-level regulatory functions concerning drugs and medical devices
2. Drugs Technical Advisory Board (DTAB)Technical advice on matters concerning drugs and cosmetics
3. Pharmacovigilance Programme of India (PvPI)Monitoring and assessment of adverse drug reactions
4. State Drug Control AuthoritiesPrimarily responsible for international regulation of pharmaceutical exports

How many of the pairs given above are correctly matched?

(a) Only one
 (b) Only two
 (c) Only three
 (d) All four

Answer: (c)

Explanation: Pairs 1, 2 and 3 are correctly matched. International regulation of pharmaceutical exports is not the primary function of State Drug Control Authorities.
